Failure fetching/parsing manifests from Artifact(retrofit.RetrofitError: 500) when using custom gitlab

Trying to use Deploy(Manifests) stage with on-premise gitlab as source, but get this error:

also tried with http/file against https://gitlab.test.com/api/v4/projects/12/repository/files/deployment.yml/raw?ref=master, but it shows same error again.
I’m wondering if this type of using on-premise gitlab as custom source is ever supported? is the artifact function can only be used against public cloud services?
